Make sure that you hold both the front and the back of bill with your hand. Fill the cup with the other hand carefully so that there is no loss of tobacco from any ends.
Once you have filled the center of the bill with the tobacco in it, you can start rolling up gently with the help of your thumbs. Make sure that you roll and fold up in such a manner so that you can reach the desired tightness.
