Steps to draw manga eyes (female):

Begin with drawing a longer and circular u shape.
This is the pupil of the eye which is always the most prominent feature in manga eyes.
The upper ends of the u shape would be a bit curved inwards.
Now draw the upper eye lid. The upper eye lid is loner towards the corner of the nose.
You can bend the corner downwards. It can be shaped like a small broken hook with a very small curve.
Draw the bottom eye lid. This would be shorter than the upper one and would just be a simple line curved a bit on one end. It can look like a walking stick kept length wise with the curve looking upwards.
Draw a smaller line for the curve of the eye which lies between the eyebrows and the eyelid.
Drawing the eyelids is very easy. Give light pencil strokes, curved a bit and moving outwards.
Inside the pupil, draw a small oval shape in one of the corner to make up for the light falling on the eye. As manga characters have shiny eyes, it has to be given importance. Now draw another smaller over in the middle and darken it with the pencil.

Steps to draw manga eyes (male):

Male eyes are relatively small than the female eyes. So make a smaller half circle for the pupil.
Draw the upper eyelid, which won’t be as curved as the female eye.
Similarly draw the lower eyelid which can appear as a simple curved line without much character so that it is almost invisible.
Draw two lines movie upwards just above the upper eye lid for the make expression or keen look.
Draw the curved oval shape inside the pupil to show the light mark.
No need to draw any eyelids for the male eyes.
